PAF is a fund in the Ministry of Health accessed by programmes to utilize in implementation of activities which translate into outcomes that are categorized as those that assist people to get out of the poverty cycle. This fund is mainly composed of donor funds and it is used as a top up to funds from Government which are always not enough due to poor tax returns from the public sector. Most of NCRI\u2019s field activities do fall in that category.
